Can I send grant applications to several grant making agencies at one time?

You may apply to as many grant making agencies as you wish for different types of grants available.  There are organizations that have received grants from various grant making agencies for several of their projects.

It usually takes about six to eight months for grant proposals to go through the review process.

No.  Because of the number of grant proposals that are coming in, funding agencies usually discourage applicants to make follow-ups on the phone.  Grant applicants are requested to wait for specific dates for the status of their application.
