What are Challenge Grants? 

This is something similar to matching grants.  Grants will only be awarded if a grant seeker is able to get the same amount of fund from another source.  E.g. A foundation will award $ 10,000 if the individual or organization can get the same amount from another source making the total grant to $20,000.
